Case Study 07

An international funding body contacted SAM to assist them in developing a performance monitoring and evaluation process. This process was required to ensure that the group of NGOs working under the auspices of the funding body pursued its aims successfully.

SAM was brought in to ensure that all NGOs, which were actively implementing the aims of the funding body in a post-disaster area, followed processes to ensure transparency and accountability while utilizing the appropriate tools that would contribute to the successful deployment of assistance in the affected region. The overall objective of the client was to avoid duplication of efforts from the NGOs involved in the process as well as the effective use of resources provided by the funding body.

SAM, by utilizing its Strategic Research and Analysis capacity, gathered an extensive portfolio of information that depicted the factors that could affect the successful completion of the project.

After identifying potential risks, SAM employed a two-fold approach for the duration of the project:

While conducting its monitoring and evaluation, SAM learned that several directors of NGOs receving support from the funding body were personally connected. In this instance, these connections led to a significant percentage of program funds being diverted into personal accounts. SAM was able to intervene and help the funding body secure its assets and re-allocate the funds to ensure the successful completion of the project.

SAM took care to ensure that both systems were incorporated within the project cycle without interfering with the realization of the project.
