Case Study 06

A large American A & E (construction) company with many years of experience working in the United States and a select group of foreign countries was invited to bid on a foreign project by one of its prime clients. Although the company had significant experience in designing and building projects of a similar nature in the U.S., they had never operated in the country where this new project was to be built. In addition, the target country was identified as a transitional environment in terms of its government, social structures and the evolution of its economic system.

Given the size and potential exposure of the contract and the company's desire to serve one of its prime clients, the company decides to prepare and submit what it hoped to be a successful bid for the project. In order to maximize its potential and ensure that its decision was not premature, the company contracted SAM to help it measure its capabilities against the potential obstacles that existed in the target market.

SAM experts met with the company's proposal team to gain a comprehensive understanding of the capabilities, experience, strengths and weaknesses of the company itself in order to determine potential focus points when researching the target market on their behalf.

SAM was then able to undertake a series of Strategic Research and Analysis (SRA) probes into the market itself, which included:

Once SAM completed its Strategic Research and Analysis, it translated its findings into relevant intelligence that the client was able to factor into its strategic thought process and decide that they were still interested and capable of performing against the requirements of the project.

After the decision to engage with the project was made, SAM was subsequently asked to perform a Threat and Vulnerability Assessment (TVA).

The TVA included an Identification of any potential threats to the company working in the target market and a review of the Company’s Vulnerabilities. SAM then performed a Vulnerability Assessment and Risk Analysis and recommended countermeasures to mitigate the risks associated with the project.

Based on the specific knowledge gained by the SRA and the TVA and given SAM's pre-existing Strategic Alliances in that particular market, SAM was also able to recommend to the company various experienced local providers and subcontractors that were able to assist with logistics, life support, transport and security. SAM also was able to identify local facilitators who were able to liaise with other local providers, bureaucracies and government bodies.
